Social media giant Facebook Inc.is reportedly offering millions of dollars to publishers to use their content in its news section it plans to launch later this year, The Wall Street Journal reported citing people familiar with the matter. According to the report, Facebook is offering $3 million a year to media outlets such as The Washington Post, the Walt Disney Co. which owns ABC News, Bloomberg to use their articles, headlines and smaller stories.

The paper also reported that efforts by the Federal Bureau of Investigation to “to proactively identify and reactively monitor threats to the United States and its interests” on social media could violate Facebook's ban against the use of its data for surveillance purposes. Reportedly, the FBI is soliciting proposals from outside vendors for a contract to pull vast quantities of public data from social media to more aggressively monitor for threats. The request is at odds with Facebook's privacy policies and its $5 billion settlement with the US reached last month.
