The Second Circuit Court of Appeals ruled on Tuesday that Deutsche Bank and Capital One must abide by subpoenas seeking insight into President Trump's financial dealings. The New York court ordered "prompt compliance" with the subpoenas issued by the House committees on Financial Services and Intelligence in a 2-1 ruling.

Judge Debra Ann Livingston wrote in the ruling that "it is the interest of two congressional committees" to obtain information on "whether the Lead Plaintiff [President Trump] was vulnerable to foreign exploitation," and to learn more about the scope of the "Russian government’s operations to influence the US political process."
