Ireland’s Data Protection Commission sent a preliminary order to Facebook Inc. to block the tech giant from sending user data from the European Union to the United States, The Wall Street Journal reported on Wednesday citing people familiar with the matter.

According to the report, the Irish watchdog could fine Facebook with up to 4% of its annual revenue, or around $2.8 billion if the California-based company fails to comply with regulations.

Other US tech companies may face similar orders, the report said, adding it could force the United States to change its surveillance legislation in order to maintain data transfers from the EU.
