US shares start higher as talks with China resume

Shares on Wall Street rose on Monday at the opening bell as the deputy-level negotiations between the United States and China begin, ahead of the high-level talks on February 14-15. The US delegation, led by Trade Representative Robert Lighthizer and Secretary of the Treasury Steven Mnuchin, will be visiting Beijing to meet their counterparts. Meanwhile, top US lawmakers are meeting to discuss how to prevent another government shutdown.

The Dow Jones Industrial average index added 0.34%. Visa spiked 1.12%. The Nasdaq 100 was up 0.41% at the start, with Electronic Arts leading as it surged 7.81%. The S&P 500 increased by 0.29%.

The euro went down 0.30% at 9:32 am ET, buying $12877.
