Stock indices on Wall Street were mostly higher in premarket trading on Monday as investors anticipate the latest interest rate hike decision from the Federal Reserve due on Wednesday. Policymakers are expected to leave rates unchanged, while Fed chair Jerome Powell could provide more details on the central bank's balance sheet.

Meanwhile in Europe, all eyes are on the United Kingdom as it is scheduled to leave the European Union in 11 days. However, the British government continues to scramble to garner enough votes for its withdrawal agreement. "We need to be comfortable that we’ll have the numbers," British Foreign Secretary Jeremy Hunt said earlier as MPs are expected to once again decide on Prime Minister Theresa May's Brexit deal after rejecting it twice.

The Dow Jones Industrial Average was flat at 7:40 am ET, while the S&P 500 and the Nasdaq 100 gained 0.21% and 0.25% respectively.
